Throughout his career, he has served as a trusted advisor to senior executives and mission stakeholders, leading high-visibility cybersecurity, cloud architecture, and risk governance initiatives supporting critical defense and civilian missions across the Department of State, OPM, FBI, NAVAIR, and the Department of Defense.

Andre specializes in Cyber Supply Chain Risk Management (C-SCRM) and Risk Management Framework (RMF) execution, with a proven track record of engineering enterprise-wide reforms that historically reduced supply-chain disruptions by 30% and optimized audit readiness by 25%. His deep technical background includes managing continuous monitoring ecosystems, securing Authorizations to Operate (ATOs) for high-impact cloud architectures, and integrating automated risk-intelligence platforms.
